KOICA Fully Funded Scholarship Program Master’s and Doctoral 2027

Applications are now open for the 2027 KOICA Scholarship Program offered by the Korea International Cooperation Agency. This fully funded scholarship supports talented government officials and public servants from partner developing countries to pursue Master’s or Doctoral degree programs in Korea. The program covers various important fields such as e-Government, climate change, economic development, agriculture, AI, digital innovation, health policy, infectious disease control, digital health, and social economy.

It is a fully funded opportunity that includes tuition, monthly stipend, airfare, accommodation, and insurance. There is no application fee. The application deadline for the KOICA Round is July 2026 (exact dates vary by country). Interested candidates must apply through their local KOICA country office or Korean Embassy. Eligibility Criteria:

  • Must not have previously received certain Korean government degree scholarships (check restrictions)
  • Must be a citizen of one of the designated KOICA partner countries
  • Must be a government official or public servant with official government nomination
  • Preferably under 40 years of age
  • Must be in good physical and mental health
  • For Master’s: Hold a Bachelor’s degree with preferably 2 years of relevant experience
  • For Doctoral: Hold a Master’s degree with preferably 3 years of relevant experience after Master’s
  • Strong English language skills (some universities may require official test scores)
