TÜBİTAK 2213A Overseas Doctoral Scholarship 2026

Applications are now open for the TÜBİTAK 2213A Overseas Doctoral Scholarship 2026. This program supports Turkish students who want to do a PhD at a top 100 university abroad and then return to Türkiye to work. It covers 13 fields, including Artificial Intelligence, Quantum Technologies, Semiconductors and Space Technologies. The deadline is 17:30 on December 31, 2026. The scholarship pays for up to 2 years of your PhD. You can receive up to US$60,000 per year, which covers your monthly living costs, tuition fees and health insurance.

Flight tickets are also included. Because the funding lasts 2 years, it is a funded scholarship but does not cover the full length of every PhD. Students who are in their final year of a bachelor’s degree, bachelor’s graduates, master’s students and master’s graduates can all apply. What This Scholarship Offers:

• You receive up to US$60,000 per year for 2 years, which covers your living costs, tuition and health insurance.
• You receive a monthly living allowance of US$1,900, no matter which country you study in.
• Your tuition fees are paid directly to your university, so you do not carry that cost yourself.
• Your mandatory student health insurance is paid for you.
• You receive a flight ticket to your host country. You also receive a return ticket if you come back to Türkiye within 1 month of finishing your PhD.
• Once your scholarship starts, you are repaid for your university application fee, your visa fee and the fees for exams like the GRE or GMAT. You need to keep your receipts.
• You gain a place in a research field that Türkiye considers a priority, which can open doors to strong careers in research, universities and technology companies.
• You gain a guaranteed path back home, because you will complete your required service in Türkiye after your studies.

Eligibility Criteria:

• You must be a citizen of the Republic of Türkiye.
• You must be in the final year of your bachelor’s degree, have finished a bachelor’s degree, be enrolled in a graduate program, or have finished a master’s program.
• You must have a valid ALES score of at least 75 in any score type, or an equivalent GRE or GMAT result.
• Your bachelor’s GPA must be above 2.50 out of 4.00, or above 65 out of 100, based on your university’s grading system.
• You must have an unconditional admission letter for a PhD program at a university ranked in the top 100 in THE or QS for your subject area in any of the last 3 years.
• You must apply within 12 months of your PhD registration date abroad.
• You can apply to this program a maximum of 3 times.
• You must not be funded for PhD study abroad through YLSY or the Ministry of National Education.

Language Requirement

You need to meet one of these two options.

• A score of at least 70 on eYDS, YDS, YÖKDİL, eYÖKDİL or TIPDİL within the last 5 years, or an equivalent score on a foreign language exam accepted by ÖSYM within the last 2 years
• A diploma from a bachelor’s or graduate program in Türkiye that is taught 100% in a foreign language

Admission Letter Rules

• The letter must come from the registration or admissions office of the university.
• It must be an unconditional offer. A conditional offer is not accepted.
• Your research topic and summary, prepared by your supervisor, must be attached to the letter.
• Your PhD field must match the scientific area you apply under.

Special Case for Olympiad and Project Competition Winners

If you won a gold, silver or bronze medal at an International Science Olympiad, or came first, second or third at an International Project Competition, while being sent by TÜBİTAK, you do not need to meet most of the conditions above. You only need to be a Turkish citizen, have an admission letter from a top 100 university and respect the limit of 3 applications.

What You Must Do After Winning:

This scholarship comes with some responsibilities. Read these carefully before you apply.

• Send your overseas address, phone number, bank details and email to BİDEB within 15 days.
• Submit your student certificate at the start of each semester, and your transcript and progress report at the end. Payments stop if you do not.
• Tell BİDEB within 15 days if you receive any other funding.
• Finish your PhD within the allowed 6 years and return to Türkiye within 1 month.
• Work in Türkiye for a period equal to the length of your scholarship, and start working within 1 year of returning.
• Mention TÜBİTAK BİDEB 2213A support in your thesis and in any publication from it.

If you break the rules or leave your program, the scholarship can be cancelled and you may need to repay all payments in foreign currency with legal interest.

1. Register in ARBİS, the Researcher Information System, at arbis.tubitak.gov.tr. Registration is mandatory, and you must keep your information complete and up to date.
2. Get your unconditional admission letter from a top 100 university, with your research topic and summary attached.
3. Log in to the TÜBİTAK online application system and fill out the application form.
4. Upload any education or exam documents that the system cannot show automatically.
5. Submit your application before 17:30 on December 31, 2026.
