Assignment Context:

• The UN Volunteer works in the Education Section of UNICEF Maldives.
• The role will collaborate closely with the Ministry of Education, Ministry of Climate Change, Environment and Energy, and the National Disaster Management Centre.

Key Responsibilities:

A. Programme Development and Mainstreaming of Climate Change

• Manage day-to-day coordination of the Climate-Resilient Education PortfolioSupport development, monitoring and reporting of project work plans, budgets and results frameworksFacilitate coordination between UNICEF, government ministries and other stakeholdersEnsure alignment with national climate strategies, NAPs, NDCs and education prioritiesProvide technical input on DRR/DRM integration and climate-adaptive education policies

B. Climate Finance Mobilization through the Green Climate Fund (GCF)

1. GCF Project Proposal Development
   • Oversee preparation and submission of the Funding Proposal (Stage 3)Manage consultants and ensure quality of feasibility studies, economic/financial analysis and project documentsHandle budget, procurement, risk escalation and adherence to GCF templates
   Quality Assurance
   • Lead internal and external quality assurance of project notes, Funding Proposal and annexesEnsure alignment with GCF criteria (climate impact, paradigm shift, co-benefits, country ownership)Prepare responses for GCF Secretariat review, iTAP appraisal and pre-Board phase
   In-Country Coordination
   • Lead structured coordination with NDA, line ministries and partnersEnsure country ownership, No-Objection Letter issuance and co-financing plans
   Internal UNICEF Coordination
   • Serve as in-country GCF project leadCoordinate across all Country Office teams and sectorsSchedule regular meetings and maintain SharePoint repository

C. Reporting and Documentation

• Prepare technical briefs, donor reports, lessons learned and progress reports
• Ensure proper documentation of all processes and outputs

Eligibility Criteria:

• Age: 18–80 years

• Nationality: Must be a national of a country other than Maldives
• Experience: Minimum 3 years (4 years relevant experience required)
• Education: Master’s degree in Social Sciences, International Development, Environmental Science, Disaster Management, Climate Change, Engineering, Computer Science or a related field
• Language: Fluent English required
• Skills: Experience in climate financing (UN or international development organisations); experience with GCF/GEF proposals and project design/management is an asset; strong analytical, stakeholder coordination and problem-solving skills
