Postgraduate Student Agreement Program (PEC-PG) in Brazil

Applications are now open for the Postgraduate Student Agreement Program (PEC-PG), offered by the Coordination for the Improvement of Higher Education Personnel (CAPES) in Brazil. This fully funded scholarship targets international students from participating countries for Full Master’s, Full Doctorate studies and Sandwich Doctorate.

Deadlines vary by modality: Full Doctorate and Masters applications close on September 29, 2025, while Sandwich Doctorate applications end on December 30, 2025. Eligible candidates include non-Brazilian nationals with a relevant undergraduate degree, residing outside Brazil, with no application fee required. Check more MS and PhD positions

Financial Support

The total funding for the 650 scholarships is up to R$ 41,050,000, provided by CAPES based on budget availability. Financial support includes:

  • Full Doctorate: R$ 3,100/month for up to 48 months + R$ 400/month for health insurance.
  • Sandwich Doctorate: R$ 3,100/month for 6-10 months + R$ 400/month for health insurance.
  • Full Master’s: R$ 2,100/month for up to 24 months + R$ 400/month for health insurance.
  • The Ministry of Foreign Affairs (MRE) covers return travel costs to the home country, subject to budget availability, excluding cases covered by specific agreements.

Note: Funding does not cover travel to Brazil, installation costs, family support, or academic/administrative fees.

Application Process

The selection process includes:

  1. Universities announce vacancies – Each university (HEI) shares with CAPES the spots available in their Master’s and PhD programs.
  2. CAPES publishes the list of courses – The official list of programs open for applications appears on the CAPES website.
  3. Applications open – Candidates submit their applications for scholarships directly through the CAPES system.
  4. Universities select candidates – Each university reviews the applications and selects candidates in up to three rounds.
  5. Results are approved – The university’s Pro-Rector confirms the selected candidates, and CAPES publishes the approved results.
  6. Documents are checked – CAPES verifies the documents of the selected candidates.
  7. Appeals are allowed – Candidates can file an appeal if there is an issue with the document check.
  8. Final results are published – CAPES releases the final list of selected candidates after reviewing any appeals.

Eligibility Criteria

Applicants must:

  • Be a citizen of a participating country (e.g., Africa: 29 countries including Angola, Nigeria; Latin America: 28 countries including Argentina, Mexico; Asia: 10 countries including China, Pakistan; Europe: 7 countries including France, Turkey).
  • Not hold Brazilian citizenship or permanent residency.
  • Have completed a degree equivalent to a Brazilian undergraduate degree.
  • Reside outside Brazil in a participating country.
  • Not be enrolled in a similar-level program in Brazil.
  • Have an updated Lattes CV and ORCID profile.
  • Not have received certain prior Brazilian scholarships (e.g., Move la America, previous Doutorado/Mestrado funding).
  • Not hold a doctoral degree for any modality.

Additional Requirements:

  • Sandwich Doctorate: Be a regular doctoral student abroad with at least one year of study.
  • Full Master’s: Not hold a master’s or doctoral degree.

Latin America & Caribbean (28 countries): Antigua and Barbuda, Argentina, Barbados, Belize, Bolivia, Chile, Colombia, Costa Rica, Cuba, El Salvador, Ecuador, Guatemala, Guyana, Haiti, Honduras, Jamaica, Mexico, Nicaragua, Panama, Paraguay, Peru, Dominican Republic, Saint Lucia, Saint Vincent and the Grenadines, Suriname, Trinidad and Tobago, Uruguay, Venezuela.

Asia (10 countries): Bangladesh, China, South Korea, India, Iran, Lebanon, Pakistan, Syria, Thailand, Timor-Leste.

Europe (7 countries): Armenia, Bulgaria, France, Hungary, North Macedonia, Poland, Turkey.

  • Applications are submitted online via https://inscricao.capes.gov.br using a CPF (Brazilian tax ID) or ORCID.
