Program Structure and Mobility Tracks
Mundus MAPP is a full-time, in-person program spanning two years, with students studying at two different consortium institutions (one in Year 1 and another in Year 2). The program’s flexibility allows students to tailor their education to their career goals through four mobility tracks:
- CEU-IBEI Track: Focuses on Global Public Policy.
- CEU-York Track: Focuses on European Public Policy.
- ISS-IBEI Track: Focuses on Political Economy and Development.

Each track combines core policy studies courses with track-specific modules, ensuring a balance between common foundations and specialized knowledge. The program includes:

Degrees Awarded
Upon completion, students receive a Master of Arts in Public Policy jointly awarded by the two consortium institutions they attended, along with a diploma supplement. The degree is recognized in Austria, the Netherlands, Spain, and the UK. Students on CEU tracks also receive a US-accredited degree, registered with the New York State Education Department.
Eligibility Requirements
Mundus MAPP welcomes applications from both EU and non-EU candidates. Below are the key eligibility criteria:
Academic Requirements
- A bachelor’s degree (minimum three years) from a recognized university with at least a 2.1/Upper Second class or a GPA of 3.17/4.0 or equivalent (convert your GPA using tools like Scholaro or WES).
- Preference is given to applicants with a degree in social sciences or equivalent. Candidates with natural sciences or engineering degrees are not eligible.
- Applicants with a master’s degree must also meet the GPA requirement (3.17/4.0). Priority for scholarships is given to those without prior postgraduate study.

Mobility Requirements
- Students must study in two different countries (each for at least 30 ECTS credits), both distinct from their country of residence at the time of application/enrollment.
- Proof of residence (e.g., certificate of residency, rental contract, or utility bills) is required before enrollment.
Language Requirements
- Applicants from English-speaking countries (e.g., Australia, Canada, UK, USA) or those with a degree taught entirely in English from specific countries (e.g., EU, Iceland, Norway) are exempt from providing a language certificate.
- Others must submit one of the following test scores (taken within the specified timeframe):
- TOEFL IBT: 95 or above (within 2 years).
- IELTS Academic: 7 or above (within 2 years).
- Cambridge C2 Proficiency: C2 or above (within 5 years).
- Cambridge C1 Advanced: C1 or above (within 5 years).
- Duolingo English Test: 130 or above (within 2 years).
- Spanish proficiency is not required, but students on IBEI tracks (CEU-IBEI, ISS-IBEI) can take elective courses in Spanish during Year 2.

Erasmus Mundus Joint Master (EMJM) Scholarship

- Eligibility: Awarded to top-ranked applicants from both EU and non-EU countries based on academic merit.
