Azerbaijan Government Scholarship for BS, MS, PhD and Medicine (Fully Funded)

Applications are now open for the Azerbaijan Government Scholarship 2026–2027, officially called the Heydar Aliyev International Education Grant Program. This fully funded scholarship (no application fee) is offered by the Government of Azerbaijan to honor National Leader Heydar Aliyev. It covers a wide range of fields, including bachelor’s, master’s, PhD, general medicine, medical residency, and preparatory courses at leading Azerbaijani universities.

The program is open to citizens of eligible countries (mainly OIC member states, Non-Aligned Movement members, Small Island Developing States, and countries with cultural/historical ties to Azerbaijan — not open to all nationalities; Azerbaijani citizens are ineligible). Eligibility Criteria

• Be citizens of eligible countries
• Meet age limits as of September 15, 2026: Under 35 for Bachelor’s/General Medicine; under 40 for Master’s/Medical Residency; under 45 for PhD
• Be officially nominated by their home country’s relevant government authority (e.g., Ministry or Embassy)
• Have a minimum academic performance of 70% (or equivalent GPA) in previous qualifications
• Provide a recent medical certificate (issued within 3 months) confirming good health, including HIV/AIDS and Hepatitis B/C test results
• Meet the language proficiency requirements for the chosen program (e.g., IELTS/TOEFL for English-medium programs or proof of prior education in the language)
• Dual nationals must apply under only one eligible nationality as nominated

How to Apply:

The process has two stages:

1. First Stage – Nomination Submit required documents to the relevant government authority in your home country (Ministry, Embassy, or designated body). Deadline: April 15, 2026 (6 PM Baku time)
2. Second Stage – Online Application (for nominated candidates only) Register and apply via the SIACAS portal at portal.edu.az. Select “Heydar Aliyev – International Education Grant” as the admission channel. Choose up to 3 programs/universities. Upload all documents in PDF format. Application Period: May 18 – June 1, 2026 (until 6 PM Baku time)
