Eligibility Criteria:

Researcher Requirements

• Must possess a doctoral degree (PhD) at the time of application deadline (December 1, 2025)
• Recently completed PhD candidates who have successfully defended their thesis but not yet formally received their degree are also eligible (successful defence must be unconditional and before the deadline)
• No age limit
• No nationality restrictions
• No restrictions regarding origin or destination

Mobility Requirements

• Must not have resided or carried out main activity in Türkiye for more than 12 months in the 36 months before the application deadline
• Short stays of 20 days or less per year do not count toward this limit
• Compulsory national service does not count toward this limit

Restrictions and Conditions

• Cannot be permanently employed by the proposed host institution (but can apply with a different host institution)
• If currently employed elsewhere, must terminate employment contract and sign a fixed-term contract with new host institution to receive funding
• Cannot have previously received funding from Co-Circulation or CoCirculation2 programs
• Turkish nationals with mandatory service obligations due to previous fellowships are not eligible
• Green Deal proposals must align with Turkey’s national priorities and Green Growth Technology Roadmap

Host Organization Requirements

• Must be a single, independent legal entity (academic or non-academic) established in Turkish Research Area (TRA)
• Must be active in research with high quality standards
• Supervisor must be a team leader or equivalent with outstanding scientific profile
• You have complete freedom to choose your supervisor (supervisors are not involved in proposal preparation)
• Gender Equality Plans are an asset but not a requirement

Eligibility Requirements for Research Proposals:

Proposal Submission

• All proposals must be submitted online through TÜBİTAK Management Information System (MIS) before the December 1, 2025 deadline
• All proposals must be written in English
• Each applicant may submit only one proposal per call
• All sections of the proposal must be complete

Proposal Content Requirements

• Must address one of the eligible scientific panels listed above
• Green Deal proposals are encouraged and must align with Turkey’s priority areas
• Must include a completed Ethical Issues table
• For secondments (internships in non-academic organizations), commitment letters from host organizations must be included

Proposal Structure

Your proposal should include these 5 sections:

• Excellence (research quality and innovation)
• Impact (expected outcomes and benefits)
• Quality and Efficiency of Implementation (methodology and workplan)
• CV of the experienced researcher
• Ethical aspects (if applicable)

Proposal Length

• Sections 1-3 (Excellence, Impact, Quality and Efficiency): Maximum 10 pages
• Start Page: 1 page
• Table of Contents: 1 page
• CV: Maximum 5 pages (using template from cocirculation3.tubitak.gov.tr)

2. Click “Create ARBİS Account” to create an account on the central authentication service
3. Return to https://tybs.tubitak.gov.tr and login to TÜBİTAK Management Information System
4. Click the “Application Management” tab on the right side
5. Find “2236 Co-Funded Brain Circulation Scheme 3” in the list
7. Fill in all required information and upload your proposal documents
8. Submit your application before the December 1, 2025 deadline
