Romanian Government Scholarship for BS, MS and PhD (Fully Funded)

Applications are now open for the Romanian Government Scholarship offered through the Ministry of Foreign Affairs (MFA). This is a fully funded scholarship for talented international students from non-EU countries who wish to pursue higher education in Romania.It covers Bachelor’s, Master’s, and PhD programs in a wide range of fields.

There is no application fee, and no IELTS or other language tests are required (though documents may need authorized translations). The scholarship provides full tuition, dormitory accommodation (subject to availability), and a monthly stipend to support living expenses.     • 65 EUR for Bachelor’s and preparatory year students
    • 75 EUR for Master’s students
    • 85 EUR for PhD students
  • Free preparatory year in Romanian language.

  • Diplomas and transcripts (with translations if not in English, French, Spanish, or Romanian)
  • Birth certificate copy
  • Passport/ID copy
  • CV (in English or French)
  • For PhD: Letter of intent + tutor agreement
  • Any additional documents (e.g., parental consent if under 18)

Eligibility Criteria:

  • Be a citizen of a non-EU country.
  • Have excellent academic performance: minimum average of 7 (seven) (or “Good” equivalent) in the last completed studies under the Romanian grading system
  • Submit a complete application file with all required documents (diplomas, transcripts, etc., with authorized translations if needed)
  • For PhD: Secure prior written agreement from a doctoral tutor and pass an admission interview
  • Comply with the online application methodology and deadlines
  • Not be current/previous recipients of the same Romanian state scholarship for the same study cycle.
